Captain Alfred T. Mahan
Occupation: Naval Captain and Geostrategist
Position on Annexation: Pro-expansion and major spokesman for imperialism

Reasons:
-Sea power and strength in a nation's army is the key to strong foreign policy.
*the greater the naval power the more worldwide impact that nation has
*take the Philippines for bases to protect US commerce

-In his book The Influence of Sea Power upon History, Mahan stated that a growing navy must have naval stations to other parts of the world. There would be growth or development by the sea.
*An example would be England. The country has many naval bases around the world. The fleets protect them, communication is open, while relying on shelter

-The Interest of America in Sea Power asks if the US is prepared to allow land to pass over for other countries to purchase. America must expand because an increase in production calls for it.
*3 Needful Things: -protection of harbors
-naval force which enables a country to expand influence
-no foreign state should acquire coaling positions within 3,000 miles of San Francisco
